If you’ve passed the Driver Knowledge Test, you are eligible to
apply for your L1 licence as soon as you
turn 16
What does the pre-learner stage
mean?
The pre-learner stage is designed to help you progress to
getting your L1 licence by studying driving theory. You are not
permitted to drive a car during this stage.
